开幕会前，大会还举行了预备会议，通过了政协第十届仪陇县委员会第五次会议议程；通过了大会秘书长、副秘书长名单；通过了政协第十届仪陇县委员会提案审查委员会组成人员调整名单，通过了大会提案截止日期。
